Am I doing something wrong here or is it correct that when you >X container and the container is empty, you don't get any message other than a description of it?

I'm having a backpack and when I >X backpack I get the description and nothing else. (mind you the backpack is open.) I would have thought it would have told me that the backpack was currently empty or something to that effect.
Then if I put an object inside it I get the description AND "Inside the backpack is object

Yes, that is the normal behavior of "Examine objects".
If you want to override it for this specific object then add a specific task for the backpack with restriction that the backpack is empty and set it to "Run After" so it prints its message last.
If you want to do it for every object then you can either use a specific task without specifying the object, or you can modify the "Examine objects" task itself.
