Events jumping the gun and running at the start

I have several events that runs twice at the start of the game (When player moves) when they shouldn't run at all until certain tasks trigger them. They are selected to "Not Started", Start when certain tasks are completed, yet they still run at the start even if those tasks have not run.
"Repeat event upon completion" on the events are checked And event to last 1 turns. (if its 0 it will be stopped because of infinite looping).

Debugger says its "Restarting the event..event name" is if it has run already.

Another question is, what does debugger mean when it says an "Can't start an event that is not waiting"?
